The following information is provided in compliance with Directive 2000/31/EC of the European Parliament and of the Council on certain legal aspects of information society services, in particular electronic commerce, in the Internal Market ("E-Commerce Directive"), and Romanian Law No. 365/2002 on electronic commerce ("Legea 365/2002 privind comertul electronic").

ToolSite News ("the Site") is an automated information society service providing AI-generated news content. The Site does not provide goods or services for remuneration and is offered free of charge to the public.

1.3 Geographic Location
The Site is operated from Romania, European Union. The applicable law for all matters relating to the Site is Romanian law and, where applicable, European Union law.
1.4 Professional Authorizations
The Site does not engage in a regulated profession and does not hold any professional authorizations, accreditations, or licenses. The Site is not a news organization, press agency, or journalistic entity under Romanian Law No. 301/2003 (Legea audiovizualului) or any other media regulation.
1.5 Registration and Fiscal Information
The Site is operated as a personal, non-commercial project. It is not registered in the Romanian Trade Register (Registrul Comertului) and does not hold a VAT registration number (Cod de inregistrare in scopuri de TVA). No commercial activities are conducted through the Site. Should the nature of the Site change to include commercial activities, the appropriate registrations will be obtained and this notice will be updated.

2. Digital Services Act (DSA) Compliance
In compliance with Regulation (EU) 2022/2065 of the European Parliament and of the Council on a Single Market For Digital Services (the "Digital Services Act" or "DSA"), the following information is provided. As a small online platform within the meaning of the DSA (fewer than 45 million average monthly active recipients in the EU), we are subject to the obligations applicable to all intermediary services and hosting services, but benefit from certain exemptions available to micro and small enterprises under Article 19 of the DSA.
2.1 Single Point of Contact
In accordance with Article 11 of the DSA, our single point of contact for Member State authorities, the European Commission, the European Board for Digital Services, and recipients of the service is:

2.2 Legal Representative
As the Site is established in Romania, an EU Member State, no additional legal representative within the EU is required under Article 13 of the DSA.
2.3 Content Moderation and Automated Decision-Making
The Site publishes AI-generated content without human editorial review before publication. Our content moderation practices include:
- Automated quality checks during content generation (minimum word count, attribution requirements, heading structure).
- Automated content expiration and removal of articles older than 30 days.
- Post-publication review of credible correction requests submitted by users.
We do not employ human content moderators. Our content selection and generation are entirely automated, including topic selection, article writing, and publication decisions. No human editorial judgment is exercised at any stage. For more information, see our Editorial Policy.
2.4 Recommender Systems
The Site does not use recommender systems as defined under Article 3(s) of the DSA. Articles are presented in chronological order (newest first) with trending topics ranked by algorithmic signal strength (Google Trends volume, news feed frequency). No personalization, profiling, or user-specific ranking is applied. All visitors see the same content in the same order.
2.5 Transparency Reporting
As a micro/small enterprise, we are exempt from the requirement to publish annual transparency reports under Article 15 of the DSA, provided we do not exceed the thresholds set out in Article 19 and the corresponding Commission Delegated Regulation. We will publish transparency information on our Analytics Dashboard to the extent feasible.
2.6 Notice and Action Mechanism
In accordance with Article 16 of the DSA, we provide a mechanism for users to notify us of content they consider to be illegal. Notifications should be submitted via our Contact page and must include:
- A sufficiently substantiated explanation of why you consider the specific content to be illegal.
- The exact URL of the content in question.
- Your name and email address (except in cases of suspected crimes involving sexual abuse or exploitation, where anonymous reporting is permitted).
- A statement confirming your good faith belief that the information in your notification is accurate and complete.
Upon receipt of a valid notice, we will review the content and, where we determine it to be illegal or incompatible with our terms, remove or disable access to it without undue delay. We will inform the notifier of our decision.
2.7 Statement of Reasons
Where we restrict access to content based on a determination of illegality or incompatibility with our terms, we will provide a clear and specific statement of reasons to the affected party, where contact information is available, in accordance with Article 17 of the DSA.
3. EU Online Dispute Resolution (ODR) Platform
In accordance with Regulation (EU) No. 524/2013 on online dispute resolution for consumer disputes, the European Commission provides a platform for online dispute resolution accessible at:

Please note that the Site does not sell goods or services to consumers and does not enter into consumer contracts. The ODR platform is provided for informational purposes. We are not obliged and do not commit to participate in dispute resolution proceedings before a consumer arbitration board.
4. Hosting Provider

5. Governing Law and Jurisdiction
All legal matters relating to the Site, including but not limited to these legal notices, our Terms of Service, and our Privacy Policy, are governed by Romanian law and, where applicable, European Union law. The competent courts for any disputes shall be the courts of Romania. For consumer disputes, this choice of law does not deprive consumers of the protection afforded by mandatory provisions of the law of their country of residence, in accordance with Regulation (EC) No. 593/2008 (Rome I) and Regulation (EC) No. 864/2007 (Rome II).
